I have 36 years of experience working for the City of Ottawa and the Regional Municipality of Ottawa-Carleton. During this period I worked for various departments and divisions in multiple capacities, ranging from draftsperson to senior project manager. My background includes managing varieties of transportation, bus rapid transit way (BRT), and municipal infrastructure engineering projects. Experience ranges from functional planning to detailed design to project management and construction supervision of the BRT, road reconstruction, water distribution systems, storm water management facility and road rehabilitation projects.
Professional Experience
Infrastructure Services Branch, Construction Services Development Division (2001-2011)
Senior Project Manager.: Responsible for managing wide varieties of Capital projects, managing the design and construction of roadways projects, BRT projects, watermain and storm water management projects. In order to deliver these projects under budget and on time, the responsibilities included preparing Requests for Proposals, invite, review and evaluate proposals, make recommendations to senior management to award the design assignment to engineering consultant. During design stage provided direction to engineering consultant, reviewed preliminary and final design to make sure that the design work is in accordance with the scope of the assignment, hold regular progress meeting to review design and the progress of the project. Reviewed and approved consultant’s monthly progress invoices. Coordinated projects with internal and external agencies MTO and MOE to obtain all required approvals. Arranged and coordinated public meetings to inform them the scope of work and to obtain input from public. Prepared tender documents and submitted to Ottawa Construction Association for tender call. Reviewed tender bids and recommended management to award of construction project. During construction performed contract administration and construction supervision. Review and approve contractor’s monthly progress payment and claim for extra work.
Environmental Project Branch Transportation and Environment Department (1996-2000)
Project Manager: Responsible for the design and construction of assigned watermain and road rehabilitation projects. Prepared reports to Transportation Committee and the City Council recommending award of design assignments to Consultants and also award of construction projects to contractors. Under Transfer of review, reviewed and approved proposed watermain and storm sewer design for the Certification of approval (C of A) and ensured that the proposed design complied with the Ministry of Environment (M.O.E.) guidelines. Prepared C of A application and submitted to the Ministry of Environment for watermain and sewers projects that were not part of transfer of review. Prepared tender documents and submitted to Ottawa Construction Association for tender call. Reviewed tender bids and recommended management to award of construction project. During construction performed contract administration and construction supervision. Review and approve contractor’s monthly progress payment and claim for extra work.
Transitway Planning (1990-1996)
Project Manager: Undertook a variety of engineering function required in the planning of future transitway expansion including the development, analysis and evaluation of conceptual and functional design alternatives for right-of-way protection purposes. Reviewed and modified bus rapid transit design standards and directed technical staff for preparation of functional and preliminary design for transitway projects.
Transitway Division, Functional Design Section (1988-1990)
Project Manager: Developed alternative alignments and functional design for future bus rapid transitway expansion. The process involved identification of numerous alternative alignments; integration of transitway station locations with the existing adjacent development and or future development, established proposed profile for grade separated transitway and identifies width of future transitway corridor. Coordinated and assisted project team in the evaluation of alignment options and scheduling priorities.
Roadway Design & Construction Division, Transportation Department (1978-1988)
Technical Assistant: Responsible for the preparation of functional, preliminary and detailed design for urban and rural arterial roadways, intersection improvements and road rehabilitation projects. Major tasks included calculation of horizontal and vertical alignment, geometric and general layout design; design of storm sewer and catch basins spacing and the grading limits within the road right-of-way and also prepared tender package.

PROJECT EXPERIENCE
Hazeldean Road Widening from Terry Fox to Carp Road, Ottawa, Ontario, $65M (2011)
Phase I, Terry Fox to 100m west of Iber/Huntmar intersection.
Phase II, West of Iber/Huntmar Intersection to Carp Road.
Senior Project Manager: Managed the complete delivery of the design and construction of the Hazeldean Road widening from 2 lanes rural roadways to 4 lanes urban arterial divided roadway. This project was 4.5 km long and was divided into two phases as indicated above. Through competitive RFQ and RFP process two separate consultants were retained for the design assignment. During design, provided direction to both engineering consultants, coordinated the project with the internal and external agencies to obtain all required approvals. Arranged and coordinated the public meetings and also meeting with the developers located within the vicinity of the project. During construction performed contract administration and construction supervision of both phases. It was the Economic Stimulus project and had to be completed within 18months. The major challenge for this project was to obtain all required approvals from external agencies MOE and MNR. The major tasks included installation of storm sewer, storm water management pond and box culvert across Hazeldean road, installation of 900 mm diameter watermain, installation of sanitary sewer, relocation of Bell and watermain under Carp River, street lights and landscaping. The project also included single span bridge at the Carp River.
Limebank Road Widening from River Road to Earl Armstrong Road, Ottawa, Ontario, $24M (2007-2011)
Senior Project Manager: Managed complete delivery of the design and construction of Limebank Road widening from 2 lane rural section to 4 lane urban arterial divided roadways. Invited RFQ/RFP proposals from consulting engineering firms, analyzed their proposals and selected consultant for the engineering services, provided direction to engineering consultant during design stage, arranged and coordinated the public meetings and also the meeting with the developers. Assisted consultant in obtaining approval from internal and external agencies. During construction performed contract administration and construction supervision. The major tasks involved Federal screening report for federal land approval. That required for the widening of Limebank Road from 2 lanes rural to 4 lane urban arterial divided roadways, design and construction of storm water management pond, installed 7 box culverts within the project limits, installation of watermain and sewer, street lighting and landscaping within the right-of-way.
Earl Armstrong Road Widening from River Road to Limebank Road, Ottawa, Ontario (2009)
Senior Project Manager: Responsible for the final design of the Earl Armstrong Road from 2 lane rural section to 4 lane urban arterial divided roadways and the park and ride project. Invited RFQ/RFP proposals from engineering firms evaluated proposals and selected consultant for this assignment. Provided direction to engineering consultant during design stage, arranged and coordinated public meetings. Coordinated and assisted consultant to arrange meeting with external agencies and to obtain all required approvals.
Park and Ride Lot at River Road and Earl Armstrong Road, Ottawa, Ontario (2008)
Senior Project Manager: Invite proposals and retained consultant to design a 500 cars parking lot. Supervised all aspects of consultant assignment including monitoring schedule and cost, coordinated the meetings with the developers, OC Transpo and external agencies.
Design and Construction of Rothbourne Road, Ottawa, Ontario, $1.2M (2005-2008)
Senior Project Manager: Responsible for the design and construction of new section of roadway (now known as Brook House Road) connecting old Rothbourne Road to Hazeldean Road. Responsible for the complete project delivery. Follow RFQ and RFP process and retained engineering consultant. Assisted engineering consultant during design assignment. Coordinated meetings with the internal and external agencies MTO and MOE and arranged required approvals. It was a cost sharing project with the Ministry of Transportation of Ontario.
Sawmill Creek Constructed Wet Land between Walkley Ramp and Hunt Club Ramp, Ottawa, Ontario, $12M (2004-2007)
Senior Project Manager: Responsible for the consultant selection for the design assignment and contract administration and construction supervision during construction of a storm water management facility. This project was built in two phases, phase one north of CN/CP railway line and phase two south of railway line. Three 1.5 m diameter pipe were Jack and Bore under the railway line. In addition, one 900 mm pipe and three 1.5 m pipes were Jack and Bore under the South Keys transitway station. It also included diversion of Sawmill creek flow, 3.0m wide recreational pathway around the storm water facility and complete landscaping work.
Design and Construction of Intersection Modification Carp Road and Hazeldean Road, Ottawa, Ontario, $3.5M (2006)
Senior Project Manager: Responsible for the design and the construction of an intersection modification. The scope of work included improvement of Carp road alignment, improved roadway profile and sight line south of Hazeldean Road, added turning lanes at the intersection. This contract also included installation of 400mm diameter watermain, storm sewer and modification to existing culvert on Hazeldean Road west of Carp Road.
Confederation Boulevard (Rideau, Sussex and Mackenzie Avenue), Ottawa, Ontario
Sr. Project Manager: It was a tri-party cost sharing project where the Developer, the National Capital Commission (NCC) and the City of Ottawa were the partners. The City of Ottawa’s responsibility was to replace watermain and sewers on Rideau Street and Mackenzie Avenue. The developer had to modified roadways and intersections and NCC to improve the ceremonial route. During construction performed contract administration. Represented the City and NCC, reviewed and approved monthly progress payment and contract claim for extra work performed by consultant and contractor.
Montreal Road and Bathgate Watermain Upgrade, Ottawa, Ontario
Senior Project Manager: This project was to replace existing watermain with 400mm diameter watermain, relining existing low pressure watermain on Bathgate, modification to the Montreal Road pumping station. Through RFQ/RFP process retained Consultant for the design assignment. Assisted consultant during design stage coordinated meeting with internal and external agencies and arranged all required approvals. Modified suction and discharge pipe to the Montreal pumping station. Relining existing 400mm low pressure watermain and converted it to high pressure watermain. All existing services to properties along Montreal Road and Bathgate were renewed up to the property line.

REGIONAL MUNICIPALITY OF OTTAWA-CARLETON PROJECTS (1996-2001)
Melfa, Minaki and Prince of Wales, Upsizing and Replacement of Watermain and Sanitary Sewer, $1.2M
Project Manager: This project included replacement and upsizing of watermain and sewers, replacement of existing services, coordination with the Ministry of Environment to obtain approvals for upsizing of watermain and sewers within the road right-of-way, arranged public meeting, prepared cost estimate and tender package, called tender and then performed contract administration and construction services during construction.
St. Joseph Boulevard from Jeanne d’Arc to Cousineau, Watermain Installation and Roadway Improvement, $1.8M
Project Manager: This project included design of watermain and service lateral to all business along St. Joseph Boulevard, improved access to their parking lot, coordinated construction with the business group, buried number of overhead electrical wire, obtained all required approvals and resurfaced complete roadway from Jeanne d’Arc to Cousineau.
Improvement to Water Distribution System within Kanata and Stittsville Area, $1.2M
Project Manager: This project included improvement to five different locations within Kanata and Stittsville to improve reliable water services and fire flow. Assisted consultant staff during design stage and obtained all required approval from internal and external agencies. Prepared and submitted complete tender documents package to the Ottawa Construction Association for tender call. During construction performed contract administration and construction supervision.
Transitway planning projects (1988-1996)
Project Manager: Responsible for review and coordination of EA reports; assisted Manager Transitway projects; reviewed BRT reports. Developed, analyzed and evaluated conceptual and functional design of proposed bus rapid transitway expansion with planning groups and the OC Transpo staff. Reviewed and ranked alternatives for protection of transitway corridor for future expansion.
